The Failure of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: positive announcements are issued from various governments. Significant resources is expended on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons flew past – modern combat jets delivered to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: perhaps the approaching threat won't strike its target this time, sparing the city from devastation and another blackout.

Ongoing Risks

Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – probably imported technology. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its destination.

Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are clearly incapable to fill in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new initiative from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This trend will, no doubt, continue.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership works based on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unrealistic to force Russia to relinquish the land that it presently holds in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through words or deeds, from thinking that the current condition will not evolve additionally in its benefit in the months ahead.

Opposing Positions

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but preventing a total frontline collapse until situations evolve in its benefit.

Present Conditions

Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their priority does not switch to homefront challenges. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a only one week to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
